PCN Charge Certificate: what happens next

A Charge Certificate means a statutory PCN has progressed to a later enforcement stage. It is not simply another copy of the original parking ticket.

Important: deadlines and procedures depend on the type of notice and its stage. Always read the notice itself and follow the instructions and dates printed on it. PCNRescue is a self-help document service, not a law firm.

Why the amount has increased

GOV.UK explains that if a PCN is not paid or dealt with within the required period, a Charge Certificate can increase the outstanding penalty. For many PCNs the increase is 50%, but you should use the amount and deadline shown on your own document.

A Charge Certificate is a late-stage document

At this stage, the ordinary opportunity to make representations may already have passed. The correct next step depends on whether you received the earlier documents, whether a representation or appeal was made, and whether any response was received.

Do not invent an earlier appeal that was never made

If you missed an earlier stage, the later statutory process may provide a specific witness-statement or declaration route only in defined circumstances. Those routes are not a general second chance to argue the merits of the parking contravention.

Watch for an Order for Recovery

London Tribunals describes an Order for Recovery as a later stage after a Charge Certificate. If one arrives, read the form immediately because any statutory declaration or witness statement has its own conditions and deadline.

Keep the entire document chain

Keep the original PCN, Notice to Owner or postal PCN, your representations, proof of submission, the authority’s replies, Notice of Rejection and Charge Certificate. The sequence of documents often matters as much as the underlying parking event.

Official sources
